TRICARE Overseas vs. VA Foreign Medical Program
Two programs can pay for care you get abroad. Here is who each one is for, which form each uses, how long you have to file, and how they connect.

Military families and veterans living abroad often hear about two programs that can help pay for medical care: TRICARE Overseas and the VA Foreign Medical Program (FMP). They sound alike, but they are separate programs with different eligibility, forms and deadlines.

Who is eligible
TRICARE Overseas is for people covered by TRICARE who receive care outside the U.S. The VA Foreign Medical Program is for veterans who need care abroad for a condition connected to their service. Eligibility rules are set by each agency, so confirm yours with TRICARE or the VA.
Different forms, different rules
The two programs do not share a form or a checklist. A TRICARE claim needs the DD Form 2642, an itemized bill and proof of payment. A VA claim uses VA Form 10-7959f-2 with an itemized billing statement that lists the provider’s title, addresses and phone number, and proof of payment.
Deadlines are different too
TRICARE allows three years for overseas care. The VA allows two. If you might qualify for both, treat the shorter deadline as your target. See the TRICARE Overseas deadline guide.
When both come up
TRICARE is always the last payer, so the DD Form 2642 asks you about every other source of coverage. Block 11c lists the VA Foreign Medical Program as one type of overseas coverage, next to travel insurance and Medicare Advantage. TRICARE explains why: if the VA Foreign Medical Program processed and paid for your services, you should include a copy of its EOB with your TRICARE claim, so TRICARE does not duplicate a payment the VA made for a service-connected disability. Keeping the two straight
If you manage claims for more than one program, for example a veteran spouse under FMP and children under TRICARE, keep each claim’s documents separate and labelled by program. If the VA paid for part of a service, TRICARE says to include a copy of the FMP explanation of benefits with your TRICARE claim, so it does not duplicate a payment for a service-connected condition.
