How to File a TRICARE Overseas Claim (Step by Step)
A plain-English walkthrough for filing a TRICARE Overseas claim for care you paid for abroad: the form, bill, proof of payment, how to submit, and what next.

If you received medical care outside the United States and paid for it yourself, you can ask TRICARE to reimburse you by filing a claim. The process is not complicated, but it is picky: TRICARE says a claim will be rejected if the required documents are not included. This guide walks through it in order.
Before you start: know your deadline
For care received overseas you have three years from the date of service (or from discharge, for a hospital stay) to file. For care in the U.S. and U.S. territories the limit is one year. File as soon as you reasonably can, because bills and receipts are easiest to get while the visit is fresh. See the TRICARE Overseas claim deadline guide for the details.
Step 1: Fill out the DD Form 2642
The claim form is the DD Form 2642, TRICARE DoD/CHAMPUS Medical Claim: Patient’s Request for Medical Payment. TRICARE’s instructions say to fill out all 12 numbered blocks completely (the current edition adds a block 13 for overseas payment currency) and to sign the form. A claim that is not signed will be returned. Our block-by-block DD Form 2642 guide shows each block on the real form.
Step 2: Include a copy of the provider’s bill
Attach a readable copy of the provider’s bill. TRICARE says it must show:
- the provider’s name and address (if more than one provider’s name is on the bill, circle the person who treated you)
- the date and place of each service
- a description of each service or supply
- the charge for each service
- the diagnosis, if the provider gives one (block 8a on the form must be completed either way)
The form adds that the bill must be on the provider’s billing letterhead, and that a statement showing only total charges is not acceptable. The sponsor’s SSN or DoD Benefits Number goes on the form (block 10); TRICARE’s instructions also ask for it on attachments, which you can write on your own copies. See what an itemized bill must show for an annotated example.
Step 3: Include proof of payment and the other required documents
Along with the form and the bill, TRICARE requires:
- A narrative description of the reason for the medical services you received.
- Proof of payment. Accepted examples include a credit card receipt, an electronic funds transfer receipt, a bank statement showing the payment to the provider, a copy of a signed check, or a receipt or bill stamped PAID by the provider’s office. Read what counts as proof of payment.
- A Proof of Payment Attestation Form, if you paid a provider $10,000 USD or more.
- Proof of other health insurance, if you have it. TRICARE is always the last payer. If you have other coverage, such as national health insurance, include its explanation of benefits showing what it paid or denied.
Two more details from the form: its reminder list asks for the patient’s name, the sponsor’s name and the sponsor’s SSN or DBN on the attachments (write them on your own copies), and you attach DD Form 2527 if the condition was accident or work related.
Step 4: Submit the claim
Claims go to the TRICARE Overseas Program claims processor. TRICARE describes three ways to send them:
- The TRICARE Overseas Secure Claims Portal. TRICARE calls online submission preferred and says the portal is the fastest and most secure method. You register once, and a wizard guides you. See our guide to the portal.
- Secure fax. TRICARE says a faxed claim counts as received the same day. Get the current fax number from the official site before you send.
- Postal mail. The slowest option. TRICARE notes that overseas-to-U.S. mail can take up to 28 days to arrive. Use the address listed on TRICARE’s TOP claims mailing addresses page. One TRICARE page says to use the address for the area where you received care, and another says the area where you live, so if you are unsure, ask your regional call center or use the portal.
Step 5: Track the claim
If you registered on the portal you can follow your claim, look up your deductibles and out-of-pocket expenses, update your other insurance information and view your explanation of benefits (EOB) online. TRICARE says to allow up to 30 days for processing after the claim is received. Our guide to how long a claim takes has the full picture. Keep a copy of everything you send.
When the EOB arrives, here is how to read it.
Common mistakes to avoid
- Sending a bill with only a total, and no list of services.
- Forgetting proof of payment, or sending only the bill.
- Leaving the form unsigned.
- Leaving out the diagnosis when it is not on the bill.
- Forgetting the other insurance’s EOB when you have other coverage.
- Leaving the patient’s and sponsor’s details off an attachment.
Our claim checklist puts all of this on one page, and what to do if a claim is rejected explains how to fix a returned claim.
Doing this with PaidTrail
PaidTrail reads your foreign bill (even in another language), fills in the DD Form 2642, checks that your proof of payment is attached, merges everything into one PDF in the order the portal expects, and reminds you before a deadline. It does not file for you and it never estimates what you will be paid. You can start free.
Frequently asked questions
Do I have to pay the foreign provider first?
Often, yes. Many overseas providers expect payment at the time of care, and you then file a claim to be reimbursed. That is why proof of payment is one of the required documents.
Where do I send a TRICARE Overseas claim?
To the TRICARE Overseas Program claims processor. TRICARE says the secure claims portal is the fastest way. You can also send it by secure fax or by mail to the claims address TRICARE lists for the overseas area.
Can I file more than one visit on one claim form?
TRICARE says that if you put more than one claim on a single form, you must include proof of payment for each service, and any item without proof can be returned. Filing one visit at a time keeps it simple.
Is the DD Form 2642 required if I use the online portal?
TRICARE's step-by-step instructions list the DD Form 2642 as the claim form, and the form itself says you can register on the secure claims portal to file overseas claims online. The portal's wizard guides you through the same information.
